I have the honour to acknowledge the receipt of

your letter of the Brd instant. I shall take steps to have

all steamship owners warned in accordance with your

advice.

2.

I have forwarded a copy of your letter to the

Secretary of State for the Colonies and to Her Majesty's

Minister at Poking. I have stated to the Secretary of State

for the Colonies that in my opinion in the present state of

the delta a force of from 500 to 1000 men would be necessary

to carry out any extensive punitive measures.
